The Hawke's Bay Regional Council has announced it will proceed with a full feasibility study for a proposed 27-million-cubic-metre water storage facility at Whanawhana on the Heretaunga Plains. The project aims to improve water security for the region's population, agricultural sector, and environment.
The Heretaunga Plains, which include Napier and Hastings, are a significant area for New Zealand horticulture, offering a combination of favourable soils and climate that support a wide range of crops.
Horticulture New Zealand (HortNZ) has welcomed the decision. Michelle Sands, general manager for strategy and policy at HortNZ, noted that reliable access to irrigation water is essential for maintaining productivity in the region. She acknowledged the importance of carefully managing the underlying aquifer to protect the health of local spring-fed rivers and streams.
"The council's decision to explore water storage options reflects recognition of the need for a secure water supply to support the horticultural sector," said Sands. "A project of this nature could also enhance resilience to climate variability and contribute to local economic activity"
The proposed storage facility is intended to collect water during times of high availability and release it when needed. This would help replenish the aquifer and maintain flow in rivers and streams while also supporting agricultural use during dry periods.
HortNZ indicated that growers are prepared to engage with iwi, mana whenua, and community stakeholders throughout the project's development.
The Heretaunga Plains support a variety of horticultural crops for both domestic consumption and export. Key products from the area include pipfruit, summerfruit, green beans, sweet corn, squash, onions, kiwifruit, berries, potatoes, citrus, and leafy greens. The region is particularly important for apple production, which represents a significant share of New Zealand's horticultural exports. Approximately 65 per cent of national apple production is located in Hawke's Bay, with the industry generating over $1 billion in revenue annually.
The feasibility phase of the Whanawhana project will further assess the environmental, technical, and economic aspects of the proposed storage facility before any final decisions are made.
