Senate ratification of South Korea FTA and other key bills

The Senate recently passed Senate Bill Nos. 2415, 2451, and 2804, alongside a resolution endorsing the Philippines' free trade agreement (FTA) with South Korea. SBN 2415 aims to introduce a value-added tax (VAT) refund system for non-resident tourists, a move Senator Sherwin Gatchalian believes will bolster tourism and stimulate economic activity through increased tourist spending. Despite concerns from Senate Minority Leader Aquilino Pimentel III about potential tax leakages, Gatchalian anticipates the policy will generate substantial economic benefits and employment opportunities.

SBN 2451 mandates the construction of typhoon-resilient and earthquake-proof evacuation centers in every city and municipality, as stated by Senate President Pro Tempore Jinggoy Estrada. These centers are designed to provide safe refuge for displaced families during natural disasters, with special considerations for the elderly, persons with disabilities, and children.

Additionally, SBN 2804, or the New DBP Act, expands the Development Bank of the Philippines' capacity to support various development projects. Senator Mark Villar highlighted the bill's role in promoting financial inclusion and enhancing the accessibility of development resources for Filipinos.

The Senate also approved Resolution No. 1188, facilitating the FTA with South Korea. This agreement, signed in Jakarta, Indonesia, on Sept. 7, 2023, and ratified by President Ferdinand R. Marcos Jr., aims to improve the Philippines' economic competitiveness in the ASEAN region by attracting foreign direct investments and securing favorable trade concessions.
