Ukrainian parliament passes law on state regulation in the plant protection sector

The parliament of Ukraine has adopted a Draft Law, "On State Regulation in the Plant Protection Sector." The law aims to implement a European regulatory model for plant protection, including traceability, control, and digitalization of processes.

"The adoption of this law will align Ukraine's plant protection legislation with EU standards, simplifying access for Ukrainian plant-based products to international markets." noted the Minister of Agrarian Policy and Food of Ukraine.

Key provisions of the law:

  • Regulates the circulation of plant protection products (PPPs): Introduces new rules for the import, storage, and use of plant-based products.
  • Establishes traceability: Mandates plant and PPP passports and the registration of all stages of circulation.
  • Delegates authority to private entities: Allows private entities to issue plant passports, mark packaging materials, provide training on PPP handling, and inspect technical equipment.
  • Implements EU legislation: Incorporates 18 EU legal acts, harmonizing Ukrainian laws with European standards.
  • Creates state registers: Develops public registers for transparent management in the plant protection sector.

The law will take effect three years after its official publication, providing a transition period for adaptation.
