On March 31, 2025, the Government of Vietnam (GVN) issued Decree 73/2025/ND-CP, revising and amending certain provisions of Decree 26/2023 regarding export tariffs, preferential import tariffs, product lists, flat tariffs, compound tariffs, and out-of-quota import tariffs. The decree took effect immediately.

The new Most-Favored Nation (MFN) tariff reductions apply to the products listed in the table below, based on their harmonized system codes. Under the World Trade Organization's MFN principle, these tariff rates apply to all trading partners that do not have preferential agreements with Vietnam, such as Free Trade Agreements or other bilateral or multilateral arrangements. The MFN tariff rates also apply to the United States.
