The President has enacted a decree titled "On Additional Measures to Increase Export Potential and Develop the Agricultural Product Processing Chain," outlining objectives for 2025-2026 aimed at enhancing Uzbekistan's agricultural export capacity and establishing a value-added chain.
The decree forecasts the export volume of fruits, vegetables, and food products to reach US$3.5 billion by 2025. By the end of 2025, phytosanitary permits are to be secured for exporting 30 new product types to eight countries. Projections indicate that fruit and vegetable exports to emerging markets will total US$442 million in 2025 and US$575 million in 2026.
Investment projects valued at US$40.5 million will focus on producing packaging for fruits and vegetables, with export volumes anticipated to hit 2.1 million tons in 2025. Entrepreneurs selling fruits and vegetables in modern packaging will benefit from reduced corporate and social taxes, provided they meet specific conditions, such as paying wages at least twice the minimum and ensuring 50% of revenue comes from packaged product sales.
Until 1 April 2027, a 1% reduced customs duty rate will apply to importing equipment for planting, harvesting, and sorting legumes. Agricultural enterprises with land plots of at least 5 hectares will receive permission to construct cold storage and other facilities on 1% of their land, with a maximum of 8 hectares, adhering to land use regulations.
During 2025-2026, agricultural cooperatives involved in collecting, sorting, and selling fruits and vegetables in modern packaging will be eligible for compensation of 25% of packaging costs, capped at 3,000 soums per package. Members must complete training via "Edukarantin.uz" on procurement and export practices to receive certification.
A rating system will be implemented on the "Agroko'makchi" mobile app, categorizing cooperatives as "green," "yellow," or "red." To enhance fruit and vegetable exports and logistics services, a platform named "E-logistika" will facilitate direct interactions between exporters and carriers.
